Grants to USA and territories nonprofit organizations and state and local government agencies to enhance libraries through the professional development and training of library employees. Applicants must submit an LOI prior to submitting a full application and should register online several weeks before applying.

Funding is intended to support developing a diverse workforce of librarians to better meet the changing learning and information needs of the American public by enhancing the training and professional development of library and archives professionals; developing faculty and library leaders; and recruiting, educating, and retaining the next generation of library and archives professionals.

To foster the adoption and spread of innovations and practices, IMLS encourages proposals at varying stages of maturity including the emergence of new ideas, validation of existing approaches, and practices for scaling up across library and archives communities. Successful proposals may generate new tools, research findings, models, services, practices, or alliances that can be widely used, adapted, scaled, or replicated to extend the benefits of federal investment. Each phase in a project’s life cycle offers opportunities to learn, discover, develop, and test new ideas, activities, software, services, etc.

Term of Contract:

Anticipated start dates for new awards: Not earlier than August 1, 2021. Projects must begin on August 1 or September 1, 2021.

Anticipated period of performance: August 1, 2021 – August 31, 2025. Project activities may be carried out for one to four years based on the selected funding category.

Period of Performance for Funding Categories:
- Planning Grants 1 to 2 years
- National Forum Grants 1 to 2 years
- Project Grants 1 to 4 years (doctoral-level project types); 1 to 3 years (all other project types)
- Research in Service to Practice Grants 1 to 3 years

Additional Eligibility Criteria:

To be eligible for the Laura Bush 21st Century Librarian program, you must:
- Be either a unit of State or local government or be a private, nonprofit institution that has nonprofit status under the Internal Revenue Code of 1954, as amended, and
- Be located in one of the 50 States of the United States of America, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau.

In addition, applicants must qualify as one of the following six types of organizations:
- A library or a parent organization, such as a school district, a municipality, a State agency, or an academic institution, that is responsible for the administration of a library. Eligible libraries include:
a) Public libraries
b) Public elementary and secondary school libraries
c) College (including community college) and university libraries
d) Research libraries and archives that are not an integral part of an institution of higher education and that make publicly available library services and materials that are suitable for scholarly research and not otherwise available. Research libraries must be under the supervision of at least one permanent professional staff librarian and must be either generally recognized as possessing unique, scholarly research materials and services that are made available to the public, or able to demonstrate that such is the case when submitting an application to IMLS.
e) Private or other special library, but only if the State in which such private or special library is located determines that the library should be considered a library for purposes of Library Services and Technology (see 20 U.S.C. § 9121-9165)
- An academic or administrative unit, such as a graduate school of library and information science that is part of an institution of higher education through which it would make application;
- A digital library, if it makes library materials publicly available and provides library services, including selection, organization, description, reference, and preservation, under the supervision of at least one permanent professional staff librarian;
- A library agency that is an official agency of a State or other unit of government and is charged by the law governing it with the extension and development of public library services within its jurisdiction
- A library consortium that is a local, statewide, regional, interstate, or international cooperative association of library entities that provides for the systematic and effective coordination of the resources of eligible libraries, as defined above, and information centers that work to improve the services delivered to the clientele of these libraries; or
- A library association that exists on a permanent basis; serves libraries or library professionals on a national, regional, State, or local level; and engages in activities designed to advance the well-being of libraries and the library profession.

- Due Date: Submit through Grants.gov by 11:59 p.m. U.S. Eastern Time on October 2, 2020, for Preliminary Proposals; March 26, 2021 for Invited Full Proposals.
- July 2020 - Anticipated Date of Notification of Award Decisions
- Not earlier than August 1, 2020 - Beginning Date of Period of Performance. Projects must begin on August 1, or September 1, 2020.

The application process for the LB21 program has two phases. For Phase I, all applicants must submit two-page preliminary proposals by the deadline listed above. For Phase II, selected applicants will be invited to submit full proposals (Invited Full Proposals). Only Invited Full Proposals will be considered for funding.

Applicants must register with Grants.gov before submitting an application to IMLS. It is recommended to allow at least two weeks to complete the Grants.gov registration.

All non-federal entities are required to have a Dun and Bradstreet Data Universal Numbering System (D-U-N-S®) number in order to apply for, receive, and report on federal awards. It can be obtained within two business days at no cost by calling 1-866-705-5711 or by visiting http://www.dnb.com/duns-number.html. Applicants must be registered with SAM (www.SAM.gov) before registering with Grants.gov.

Successful and unsuccessful applicants will be notified of funding decisions by email.

For Project Grants, projects requesting $249,999 or more in IMLS funds require a 1:1 match, excluding student support costs.
